The Department of Water Resources (DWR) has a rebate program for removing turf and replacing it with landscapes that require little water at California single-family residences to support the State’s drought response. For more information on the program’s history, go to the DWR turf site at www.water.ca.gov/turf/.

The $24 million program budget is expected to support the conversion of more than 10 million square feet of turf, or approximately 20 percent of the statewide goal of 50 million square feet of turf. Up to $2 per square foot of removed and replaced turf will be rebated per eligible household. The total rebated amount, including any rebates the homeowner has already applied for from another agency, can’t exceed a total of $2 per square foot.

Turf Replacement Material Rebate:
Replace grass turf with mulch or gravel and receive a 50% rebate (up to $300).

Artificial Turf Rebate:
Replace grass turf with artificial turf and receive $2 per square foot (up to $400).

Pool Cover Rebate:
Purchase a cover for your pool and receive a rebate of up to $75.

Turf Removal Rebate:
Replace grass turf with approved materials and receive rebate of $2 per square foot (up to $1,500)

Water-Smart Landscape Class:
To help our customers reduce their water use without sacrificing the outdoor beauty of their home, we host free Landscaping Classes every Spring and Fall.

The institutional turf replacement program focuses on non-state, public facilities in the underserved (defined as being within a disadvantaged community (DAC)), drought-stricken communities of Los Angeles county.

The program includes the following components:

  1. The removal of turf and the direct install of low water- using landscapes.
  2. Proving funds for plants and materials.

Eligible applicants include county, agencies and non-profit organizations.

Completed applications will be evaluated in the order received and for meeting the preferred criteria. State facilities will not be founded. A non DAC applicant must have a 50% cost share to be considered.

Preferred projects should include:

  • Public visibility with an education component
  • Consideration of local landscape ordinances
  • Use of innovative water supplies
  • Turf removal and replacement with California Native Plants and/or pollinator-friendly plants that are “low to very low” water use
  • At least one tree incorporated into the project (can be an existing tree) per every 1/4 acre
  • Re utilization of existing infrastructure such as irrigation systems or walkways

To participate in the program, applicants must complete and submit their application for qualification and acceptance. Once scheduled, we will coordinate with the applicant to remove or replace turf an other landscape materials; install or modify irrigation system components; an install replacement plants and other landscaping materials, as needed.

HOW TO GET YOUR TURF REBATE

The rebate process consists of two on-line application parts. Here is how the process works:

Part 1

  1. Submit the application to determine if you qualify for a reservation.
  2. Receive your reservation approval to begin the conversion project.
  3. Start and complete your re-landscaping project per the program guidelines.

Part 2

  1. Complete the rebate application for review.
  2. Receive your rebate approval notice.

Turf Removal Program Update

Thank you for your interest in our Turf Removal program, we are on track to remove over 170 million square feet of turf in southern California.

Local turf removal rebates are available in some areas. The following agencies are currently offering turf removal rebates:

  • Los Angeles County
  • Ventura County

Submittal of an application does not guarantee approval or payment.

Rebate Eligibility

In order for a customer to be eligible for the turf removal rebate, they must:
  1. Have existing grass in the proposed project area
  2. Install new landscape that:
    • Does not include live turf or any turf looking plants
    • Includes plants (not turf)
    • Is permeable to water and air. Areas with concrete, structures and other surfaces that water and air cannot move through will be disqualified.
    • Follows any additional requirements for their specific property. Requirements vary based on the local water agency. You can see these requirements by estimating your rebate or applying for project start approval(instructions below).
  3. Check to see if synthetic turf is eligible in their area. The terms and conditions for your property will state if synthetic turf is not eligible. Estimate your rebate to see if synthetic turf can receive a rebate at your property.
  4. Comply with all applicable local laws, ordinances, and other restrictions.
  5. Must not have received a turf removal rebate before. Only one turf removal rebate per property is allowed.
